Move a Preview PDF by page or by screenful
Option-Down Arrow and Option-Up Arrow change Preview pages. Page Down and Page Up scroll a screenful, so the movements are not equivalent.

Choose a document unit
Use page navigation when you are comparing numbered pages or following a reference to a particular part of a PDF. Use screenful scrolling when you want to continue reading at the current zoom level. A single PDF page can occupy more than one screen, especially when magnified, so scrolling once may not move to the next page.
Watch the focused area
Arrow keys can act on the document, sidebar items or annotations depending on focus. If the wrong object moves, first establish which area is active instead of repeating the keys. Sidebar selection and page movement are useful but distinct ways of locating material in a document.
Create a repeatable reading route
Open a harmless multi-page PDF, note the visible page, move one page and return. Then scroll one screenful and compare the result. This is a practical way to learn why page references, screen position and keyboard focus need to be considered together when navigating a long document.
